Paramount needs for a long-term resilient community

Note: non-violence is a form of military strength in that in many contexts if used effectively it can defeat a superior military force.
I would also guess that trade ties and mutually-agreed upon norms of population limitation would offer a lot more social stability than military power, though it couldn't hurt to be able to imply power (though not bullishness).
